Solution
As we know from gauss law that, $\phi=\frac{ Q _{\text {inc }}}{\varepsilon_0}$ and also $\phi$ is defined as $\phi=$ E.da.
$\Rightarrow$ The direction of electric field decides the nature of flux which further define the nature of charge and vice-verse.
$\therefore \quad \Rightarrow$ From -ve charge $\vec{E}$ comes inward or we can say $\phi$ enters the gaussion surface but from +ve charge $\phi$ leaves the surface as $\vec{E}$.
