When orbitals of two atoms come close to form bond, their overlap may be positive or zero depending upon the sign and the direction of orientation of amplitude of orbital wave function in space.
In case of non-bonding overlap, there is no effective overlap where +ve and – ve overlap simultaneously. It can occur in case of $p_{x}$ and $p_{z}$ overlap as shown in option $(a).$
