A
$22$

Solution
Let average age of $8$ men be $x$.
Let the average age of two men joining be $y$. On joining $2$ persons by replacing two persons of ages $21$ and $23\, years$
New average $=\frac{8 \times x-21-23+2 y}{8}=x+2$
$8 x-44+2 y=8 x+16$
$2 y=44+16=60$
$y=30$ years
