$\frac{{{v_2}}}{{{v_1}}} = \sqrt {\frac{{2g{h_2}}}{{2g{h_1}}}} = \sqrt {\frac{{{h_2}}}{{{h_1}}}} = \sqrt {\frac{{1.8}}{5}} $$ = \sqrt {\frac{9}{{25}}} = \frac{3}{5}$.
